Do you normally ask people out?

I'm a 23 year old dude, and I've never in my life been asked out, I've been told I look cute, I've also been on apps, but even on there I feel I often feel like I have to drive the conversation and be the person to initiate more. Is this a common or am I doing something wrong? I'm not the type to go to parties, but I also often go out to the city and go to university where there's a lot of dudes my age obviously
