Is Platoon Leader time required as an Army Infantry Officer?

I am an Infantry Lieutenant in the Army and my Battalion Commander will not give a platoon because I don't have a Ranger tab. I failed patrols my first time and have not had an opportunity to go again. Now I am PCSing without having done PL time. Am I cooked or is what my BC doing illegal or what? I swear I'm not a POS and I have no DUIs.
