Is this limb save-able?

Neighbor came around asking if I had any work, I asked him to cut the dead nubs off the pine trees in my yard. He was about 1/4th of the way thru a live branch when I went to check on progress & stopped him. I thought it would be fine but I just noticed the second cut on the other side of the branch. Is this limb salvageable or should I just have him cut it the rest of the way off? I’d rather save it if possible.
