Brassbug Hub at Noon

Hi,

just played my first rounds and hat a good time. I Startet off with the Axiom Starter deck. But now i have a Question about the Brassbug Hub's at noon trigger.

Can I use "At Noon — You may pay 1 and spend one of my Kelon counters to create a Brassbug 2/2/2 Robot token in target Expedition." only once peer noon? Sounds very slow if so.
