SEC brief due. When to expect?

I know today's the deadline for submission of brief by SEC and it's more than likely that the brief will be submitted. Though what is the UTC after which we can be more than sure that the deadline has passed and no brief was filled?

Again, I don't have high hopes that the brief won't be filled since SEC always does this and submit the briefs/appeals at the last moment. Also, where to follow for up to date news about this.
