Aheto + Elementor Pro + Theme. Why?

Hi I have a client I am helping out with simplifying the website. They inherited the website with something like 48 plugins. There are 3 or 4 Elementor add ons and on top of that Aheto and a dedicated theme for spa business. Why on earth a web developer will use such a complex setup? I don't understand what Aheto or the Rela theme add that can not be done with Elementor and Hello alone. This not a question just something I see often which seems counter productive.
