Does Captain Hockins still drop the rowboat mount?

I just tried farming him 30 times in a row and none of our group got a single one. Could someone help confirm that he still drops it?

Update: I finally got it after 39 tries! Sorry maybe the drop chance has been changed? Or maybe I was just extremely unlucky
