How to make the apostrophe (') add accents

I just recently got a new pc and I can not figure out how to make it so that when I press the apostrophe (') it doesn't automatically put an apostrophe and instead waits for me to either press a letter like (e,o,u or more) to add an accent to it or space to add the apostrophe itself.

The keyboard layout on my old pc is the same and so is the system language (English US)

In short I want to make it so that when I press (') and then (e) it makes (é) and when I press (') and then (space) it makes (')

I looked online but couldn't find anything so any help would be appreciated
