MiG-21, MiG-23, F-104 are better bombers than Tornado and F-4

With base bombing, the thing that matters most is if you can get to the base at all, with earning being secondary. Non-fire bombs net a greater reward, but are also much heavier to carry.

With that said, the mentioned airframes are lightweight and has high thrust-to-weight ratio, and with access to 2 napalm bombs which can destroy a base.

MiG-21 has access to delta wings, which means it can deaccelerate rapidly within a bomb's dropping limit.

MiG-23 is really fast; it is capable of 1400 km/h in sea level.

F-104 is very fast as well.

Not only are they better bombers, they also carry a better weaponry (in quality/quantity) while doing so; The MiG-21Bis can carry 4 R-60Ms while carrying 2 napalms, while the MiG-23 can access its specialty, 2 R-24Rs.

Finally, getting one base is less selfish than getting multiple. Yes I'm calling out you F-111 users.
