Do Russian and Chinese armies not have NCOs?

I was watching the interviews of the The Jedburgh Podcast and in multiple videos, the guest brought up the fact that the adversaries of the US Army don't have NCOs or don't have them in the same positions.

One example that one of the guests brought up was that (I am paraphrasing here), if a russian unit loses their officer, the unit is lost as there is no one else competent enough to take the command role, while such a thing would never happen in a us army unit as they have an NCO Corps.
