Is this normal for Walgreens?

Only been at this job for nine months and never have gotten a full 40 hour week. I can't live on 3 days 6 hour shifts or 4 days with one of those being an 8 hour shift. I have bills that need to be paid leaving me very little to survive on. Currently living with family members because I can't afford rent in my area and I'm a grown man. If they can't give everyone 40 hour a week then they should cut back how many employees they have in each store or shut down the company. No business who can't afford to give their employees enough hours or a livable wage should not be in operation.
