Speaking strictly from a kayfabe perspective, what’s stopping Cena from just putting himself in a world title match at Mania?

I just realized this Cena just put himself in the chamber match while everyone else had to earn their spot by winning a match. So if he can just do things like that, what’s stopping him from just giving himself a title match at Mania?
