IBS denied but served in two PACT ACT Countries. HLR?
As the title says, I served in UAE, Kuwait & Iraq. The decision is very confusing because it acknowledges I served in said countries, which should have served as the nexus, and a diagnosis. I don’t know what/if I’m missing anything. At bare minimum it seems like it would’ve at least been SC at 0%. Would my best route be an HLR?
