Why are recruiters bad at their job here?

Whats up with the standard of recruitment in this city. Im not talking about the job market i mean the actual recruiters. I lived in Ireland before and would receive calls and they would go something like the recruiters reaching out asking your goals , salary expectation , tell you the job role and why they want you , set up a following meeting and email the job description.

So far in Vancouver i have had :

1 guy reached out for me to work a lululemon and earn 10k less and i tried to immediately explain i wasnt interested because i need to afford rent and he didnt want to take that as an answer. Immediately started telling me i could do over employed and work my current job and a job a lululemon at the same time even though lululemon was hyrbid. When i asked how this would work he said we'll figure out just dont tell the management in the first week , VERY SHADY.

Second guy reaches out to me to work a similar role at his business. Calls me then ignores the original job and actually tells me hes an agency recruiter and asks my salary , job , goals. Then asks if my job is understaffed and if he can contact my manager to see if he can help recruit for my job. Then tells me he will hire me for a role 10k more than i earn. End call nicely and never follows up. I reach back for a follow up and he calls me mate and sends the job name but forgets to send the job description.

Third person reached out to me on linkedin and i immediately asked to do a call. They ignored me for a week and then said lets do a call and then never called.

This standard is awful. I have checked and these were not scams or fake offshore companies all are legit Canadian companies.
