Outlaw in CN Kickoff

I was vod reviewing the first 4 matches in CN kickoff and I realized something that I feel had a real impact on the outcome of some games (specifically DRG JDG). Some of these duelist players are using a thought process that any eco or force buy was mainly requiring these players to buy half shields, therefore the outlaw was purchased an incredibly heavy amount. It essentially proved to be an operator in the abyss match because JDG kept buying light shields so TvirusLuke found so much value from it. I also noticed the same idea being run by Xi Lai in their match against wolves. To me it seems like this reverses the idea that Fnatic had about purchasing light shields on multiple full buys. It can also reduce the chance of getting thriftys a lot because teams are forced on to full ecos to be able to afford full shield the round after.
