Who do you contact to get co-streaming/watchparty perms for EMEA, Pacific, and China?

I just learned that Americas is the only region that does co-streaming forms (I swear I heard something about EMEA doing them last year?) Anyways, who do you contact and how to get co-streaming forms for the regions listed? Wanting to get to 15k on YouTube this year and co-streaming Americas was very fun last year!
