Order taking 2 hours to get to me

I ordered food at around 6:30 and it said it would be delivered to me by 7:20. It was picked up at around 7:15 . It is currently 8:21 and I’m still waiting for the driver. I understand drivers may have other stops to make but 2 hours???? Should I just get a refund once I receive the food or just deal with it ???
