The Jevil Problem...
Jevil currently is just pathetic, he became extremely limited due to the sheer lack of any kind of balancing, the most notable "balances" to him was taking away his Ultimate Chaos counter, making one of his other counters into an actual attack ((4)), adding a cooldown to 2 ((Phase 1)) after 4 ((Phase 1)).
Jevil's toolset is also quite horrible for what it is. Jevil's 3 attack in phase 1 is easily counterable with a block and then dashing with m1 toward Jevil even if it successfully hits the first few spades. I've also found very few situations where Jevil's 6 attack ((both phase 1 and 2)) where his super armor is actually useful. To even hit someone with it while they're attacking needs you to be extremely close cause the reach is not that good.
Overall he's not a great character, he doesn't get enough attention from the devs who are too busy cockriding Asgore and other big issues. ((They're not even good at balancing too, hell! They hardly know anything on proper balancing!
