Has anyone had an issue activating “free” line?

Trying to add to my iPad, took a long time after I scanned QR code before it eventually told me that it didn’t install correctly. The iPad shows it’s there, it’s identified correctly, but I can’t connect to anything. Short of deleting the eSIM, I’ve tried troubleshooting it. Any ideas?
