USPS non-delivery of EAD card : how long would this option take?

Hi all,

USPS has issued a letter for proof of non-delivery for my EAD card and I want to get a replacement as soon as possible. I saw this option on the USCIS website and it states I should wait 90 days before submitting this. I don’t see a field to upload my proof of non-delivery & I have until end of November as the last day to receive my replacement card before I had to stop working. How long would this process take for non-delivery of card? Or should I refill I-765 with premium processing? Thank you so much!
