Property taxes due... no way to pay them?

So I recently took possession of a property in late June and, as I understand, property taxes were due in early July. I'm waiting for the paperwork to be sent to me by the city; I've called 311 and nothing they could do; I have the roll number through my lawyer, but without a customer number (which is issued by the city) I can't actually pay what's due. So it seems like I am forced to pay a late penalty. Doesn't seem fair as I've been jumping through hoops to try and pay it. Anyone else facing this sort of challenge?
