TikTok working?

So I'm a little confused, TikTok was banned and I couldn't do anything on it so I deleted it. Now they're saying it's working again, but it's not on the AppStore. I've seen some say that he's delaying it, but does that mean it'll come back to the AppStore or will we have to wait to redownload it until he goes into office and reverse the ban?

I guess what I'm trying to ask is if he reverse the ban, will TikTok come back to the AppStore?
