My Neighbors Dogs

Hey guys! I moved into my house around August of this year and I’m not too familiar with my neighbors but i’ve been hearing their dogs bark outside pretty much since the day I moved in. Yesterday when it was raining and thundering I could hear one of them wining and barking and it made me concerned and really sad. I’m pretty sure they leave their dogs outside 24/7 and I’m not sure who to contact to see what’s going on and I’m a little scared that the neighbors are going to react negatively towards my roommates and I. Outside of their dogs health, it’s also extremely annoying to hear them barking super early in the day and super late at night when I’m trying to sleep or throughout the day when I am doing homework. What do you guys think I should do or who can i contact about this?
