Can’t speak to Rokov glitch/bug

So I’m at the last part of the mission of “Breaking the Bank.” I killed everyone on the siren and Rokov appears to have locked himself away in a room that I can’t get into. I have followed other threads about this bug so I got arrested on Jemison and came back to siren and still no fix. I am however able to go back to Key. Let me know if anyone has same issue. I’ll post pics regarding this problem.
