What do you guys think about the statement "Araki didnt put any effort into making Pucchi character he just copied Dio?"

Ive seen some people on the internet talking these past days about how araki didn't put a dime into making pucchi's character and he only copied dio into a new character?

Got me really wondering if this is true or nah what do you guys think abt this?
