Cheating or mass collector?

What y'all think about this person, are they mass collecting random shiny or cheating. I've heard people got banned for just collecting a certain amount of shiny in just an hour but if that's true shouldn't this person be gone? Just curious tbh not tryna bring this person down if it's just random collecting but this is a first for me.
