What is the purpose of the vault?

Yes it’s a command center and knowledge store, but why stockpile food and supplies? If a silo dies (like 17) why go to all the effort for the head of IT to survive?

Does the vault survive the safeguard? It sure would have been nice for Lukas to let alexa tell us what the safeguard is.
