Who helped Milchik execute the overtime contingency?

Okay so I’m rewatching rn and just had the thought, if overtime contingency requires two ppl to execute properly (as we see from Dylan’s struggle in the control room in the season 1 finale), then who helped Milchik do it when he first contacted Dylan at home?

If he did it without telling Cobel, and was at Dylan’s home, then obviously he couldn’t be in the control room. Who is his second set of hands? Idk if this is pointing to something, or if it’s just a plot hole. But I’m curious.
