How to get neighbors to pick up their dog 💩?

I have new neighbors who only walk their dog on our short street by our apt where cars are parked and never pick up after it..shit is everywhere and everyone is stepping in it.. I've waited outside with my dog (who loves this dog) and offered them bags, I've done the passive aggressive comments. Thinking of bagging it up and putting on their windshield...
