Kasra Sadr Law Office - scam?

I received this letter from the DMV stating that "Law Ofc Car Law Firm" someone by the name of Kasra Sadr has requested my address. In searching them on google, I found several one star reviews and a few that mention he is a scammer. Has anyone received a letter like this before?

For reference: I've owned my car for 18 months and never been in any type of accident with it.

Please help! I hope this is nothing, but it is making me a bit nervous.
