Traveling SLPA

I have applied for jobs in WA. One recruiter has offered me W2 at $40 and the other is treating me as a traveller for 9 month contracts. The package is $13 plus stipends. The hourly rate is low so I can max out stipends they are not taxable. After taxes it would be around $1100 per week. Has anyone been a "traveling SLPA" as such trying to figure out if travel package is a good or bad deal.
