Why aren't there more higher end Linux handhelds?

Obviously there's the Steam Deck, but when it comes to smaller, cheaper devices, they all seem to top out at PS1 performance.

Is it just that the available mobile CPU's lack Linux support? Can we expect more choices in future that can run PS2?
