question about card shops

i went into a local card shop to see if they would buy some cards i pulled and the guy goes “this is about $68 market value, i can give you $25 cash” excuse me?? 1/3 the value? do they really need to make THAT much more? i would’ve been find with even $38. i dont get it. where else can i sell unwanted cards for an actual fair price?
