In the market for a new PC

Now, my budget isnt that big but I cant decide between two PCs. They are fairly similar in specs but the major difference is between the ram and the PSU.

I cant decide between 32gb DDR4 and PSU Inter-Tech Argus 720W or 16GB DDR5 and PSU Inter-Tech Argus 620W.

The GPU RTX 4060 and CPU I5 12400F is the same in both pcs.
