can I overclock my cpu with this cooler?

I bought this PC from my big brother it has a GTX 980, i7 4770k and 32GB of ram. With a 1 TB HDD. I was thinking about overclocking the cpu But I saw tutorials that said that it is not recommended to overclock a cpu with base cooler. This build has multiple fans and quite big cpu cooler that does not look like the base cooler. Am I safe to overclock?
