How do you navigate through Alushinyrra without bugs?

This is driving me insane. First I had to Dimension Door my way to the Upper City because the stupid moving platforms wouldn't behave, then running around the Upper City has the same obstacle, then using Dimension Door THERE gets me stuck inside terrain.

Is there something I'm missing, other than "save a lot and reload?"
