How soon can I apply?

My 120th payment was due February 1. I checked my account and the payment has fully processed, however it is not yet showing as "eligible" in the tracker. Do I need to wait until it shows as eligible, or can I do my final ECF today? Between the digital and paper ECF, what have people been having the smoothest and most efficient experience with?
