Controller won't connect in safe mode

I'm trying to initialize my PS4 from the safe mode menu because I have a problem connecting to the psn store, but I go into safe mode and plug my controller in with the USB and it will not connect at all. I've tried resting the controller with a pin in the back, I've used other cables and a different controller but nothing responded. I turned it off and while the controller was still plugged into the PS4 I pressed the ps button and it turned on like normal.

It will connect normally while plugged in or not plugged in, but when I go to safe mode it will not connect to the PS4. Any help would be greatly appreciated
