Is zhaotingting a legit seller?

Found this one on lazada and it turns out thwyre selling used parts at a cheaper price. Don't want to be racist or anything but the chinese background and the low reviews are raising red flags. I can get an asus prime b450m-a for 2k pesos if I play my cards right so Im asking if its worth the "risk" although lazada does have their return policy (havent tried any returning yet so consider me oblivious)
