RDR2 on i5-2500

Hey everyone.

I have an Intel i5-2500, Geforce GTX 1060 and 8gb of RAM. My FPS is alright at 1080p and medium-low settings - around 60fps outside the cities and around 45 in the cities. Despite that, the game doesn't play all that smooth and it feels like it's running much slower than it is. There is no major stuttering or lag.

My GPU usage doesn't exceed 60%, while my CPU is always above 95 (most of the time it's 100 in cities). Can this game be played on i5-2500 at all?
