Hypothetical support ult that gives 100% ult charge to ally. Who would work best with instant double-ult?

Just had a thought about this randomly. Was wondering what people think would work the best? (also I've not played any other hero shooters, so you don't need to comment "you just stole Dr. John's ultimate from Funtime Bang Shoot Dead Supreme" if it's the same/similar ult).
