Are 2016-2017 winter wonderland skins exclusive and do nto return, or are they seasonal?

I genuinely don’t know because it’s been 3+ years since I played and I own skins like scrooge cassidy and rudolph roadhog, or ice fisher roadhog. I don’t know if they’re still rare because they’re apart of the winter wonderland, and am not sure if they return each christmas to be purchased.
