Why are ex-pops docile while your under the effects of psychosis inducing gas?

A theory I have is that the cause of the passive npcs (the ones you have to walk up to , to activate ) is the gas used in the mines , cabinets and pusher slowly erodes the mind of those under the influence of it , and the practically catatonic residents are victims of that , this would explain why the ex-pops are relatively non hostile while in full psychosis since most kill for sport and what's the point when the victim is seeing weird men coming outta the walls
