Clones and seeds

I was just wondering what are the laws and stuff about clones and seeds I see alot of people on Facebook advertising clones and stuff is that really legal? Also is there somewhere we can actually go in Ohio and get seeds and clones that are from places that supply the dispos cannabis and get trusted genetics? Or is the only option somewhere trusted online?
