Why aren't tax included in the price of something?

Other countries already have the tax included in the price why don't we do that? Wouldn't it be so much more convenient to see the ACTUAL price of an item? Why do we (the USA) leave the tax out? Is there a reason? As someone who isn't great with math, it would be so much more convenient.
