How to punish dodging

New to the game and just had a finale where it was me and a Wuchen fighting, final circle. He just stalled by running, jumping dodging around for his ult. I could not for the life of me hit him at all, genuinely what could I do against someone who is just running like that? I couldn't connect my first attack to start a combo, just constant dodge spam.
