Parking Permit (NCSU)

Hi! I am looking for if anyone can answer my question. I will be a technical incoming freshman but I have about 45-50 college credit hours. On the NCSU transportation website it says the parking permits are based on credit hours. Will I be able to get a parking permit instead of entering the lottery for freshman who have no credit hours!?
