Vibe Beach Club Passes on Embarkation Day

I recently booked a trip on the Norwegian Escape for a sailing in mid-February. Unfortunately passes to the Vibe Beach Club have already sold out (even though it's an off-season sailing with seemingly plenty of cabins still available).

NCL representatives told me some passes might be made available on the ship on embarkation day, possibly at guest services, but they did not seem to know for sure.

Does anyone here have experience buying Vibe passes on the ship after they are listed as unavailable online? Where did you purchase them on the ship?
