Disabling Enderman or Stopping Block Pickup Java Realms

Enderman are a huge problem on my world. I'm playing on 1.20.1 Java Realms. They constantly spawn all around our base, placing mounds of blocks everywhere. I'm looking to either completely disable them in the overworld or have them hold certain blocks. In the past, I've tried to use the extended piston heads and make them spawn with it, but they start to place them down and they become invisible blocks. Does anyone have a good solution for this? Cheats are enabled so I can use commands/command blocks. Any ideas are greatly appreciated
