Minor Nations are OP

This is sparked in particular by the Papal States, which in my games end up having as many divisions as the Two Sicilies (insane???), but also in general how can every minor nation ending up having around 20 divisions be balanced. Unironically it feels like germany is a colossus by itself and then every ostaat can pull up an army so that they by themselves combined can stop russia. No wonder Germany curbstomps CoF every game (obviously aside from the obviously needed Internationale Rework).
